After graduating from the Aichi Joshi Shihan Gakko in , she worked as an elementary school teacher and a journalist of the Nagoya Shimbun newspaper company before coming up to Tokyo in She founded the Shin Fujin Kyokai (New Woman's Association)together with Raicho Hiratsuka in and organized movement to reform the 5th provision of the Peace Police Law. She went to the United States to study women's issues in After returning to Japan in , she was employed as a staff of ILO-Tokyo. She formed the Fujin Sanseiken Kakutokukisei Domeikai (Women's Suffrage League) the same year and played a central role in the Women's Suffrage Movement. After the war, she formed the Shin Nihon Fujin Domei (New Japan Women's Union). After the release from the purge, she served as a member of the House of Councillor s between and She was defeated in the election in , but she came back as a member of the House of Councillor in She belonged to the Dai-Niin Kurabu in the House of Councillor andmade efforts to clean up of the political world as well to improve the status and rights of women.

Called upon so unexpectedly to this occasion commemorating the late President Ramon Magsaysay, I am filled with shame and deep regret as a Japanese, thinking how my people caused you and your country indescribable loss and pain in the past. It was especially hard in Imperial Japan from to Women were not only prevented from voting, but were shut out from participation in politics in general. Various laws, such as the Public Peace Preservation Law and the Thought Crimes Probation Law, gave the government the power to suppress free thinking and nascent political movements.
